Regional Housing Program

The Regional Housing Program (hereinafter RHP) is a joint multi-year program of the Republic of Serbia, Bosnia and Herzegovina, Montenegro, and the Republic of Croatia, of which 60% is implemented in the Republic of Serbia. The program aims to provide permanent housing solutions for the most vulnerable refugee families from the former Yugoslavia. In the Republic of Serbia, the program is implemented by the PIU as the implementing unit in cooperation with the Commissariat for Refugees and Migration as the leading institution of the Program.

The program is implemented with the support of the OSCE, UNHCR, and the Council of Europe Development Bank, and is financed by funds from the European Union, which is the largest donor, as well as from the United States, Germany, Norway, Switzerland, Italy, Denmark, Turkey, Luxembourg, Spain, Cyprus, the Czech Republic, Hungary, Romania, and Slovakia.

The PIU handles tasks related to the preparation of technical and tender documentation, conducting public procurement procedures, contracting, internal control, financial and accounting services, monitoring and reporting, and providing other specialized services necessary for the implementation of the national component of the regional program.

The Regional Housing Program provides assistance to beneficiary families through five components: provision of non-repayable construction material packages, construction of apartments, construction of prefabricated houses, purchase of apartments, and purchase of rural households. Since the start of the project, a total of 7,495 housing solutions have been delivered. Due to the effective implementation of the project, the Republic of Serbia has now achieved 116% of the initially planned number of provided housing solutions.
